原因：文档内容标签顺序不符合web-app_2_3.dtd规范
解决办法：1.检查标签的顺序是否按照错误提示中的标签顺序写的，按照它提示的顺序来调整标签顺序就可以了。
2. 或者直接删除web.xml头部配置： <!DOCTYPE web-app PUBLIC "-//Sun Microsystems, Inc.//DTD Web Application 2.3//EN" "http://java.sun.com/dtd/web-app_2_3.dtd">
