解决方式
1. 下载role-strategy.hpi，下载地址：https://updates.jenkins.io/download/plugins/role-strategy/
2. 将role-strategy.hpi复制到jenkins安装目录的plugins目录下面
3. 重启jenkins的服务
Jenkins升级后提示“java.lang.IllegalStateException: An attempt to save the global configuration was made before it was loaded”
