I had the same problem. Basically the proxy is ON. You need to remove the proxy or get your proxy server to allow this cvs server.
To access direct ( not through proxy) : In the "Add a new CVS Repository" screen click Configure connection preference" -> General -> Network Connection -> Active Provider -> Direct ( Native is proxy i think native is default).
